Scope of Services
 

Organization of Services and Programs:

The Yates County Department of Social Services (DSS) is organized into Service Units. There are three main services units, each of which which has various programs, special projects or services offered within the general unit:
   

Financial Assistance Programs and Services
Medical Assistance Programs and Services
Services for Adults, Families and Children

Financial Assistance UnitThe focus is on providing short-term help to families and individuals while they work their way toward self-sufficiency. We do this by having "Work First" education, employment and rehabilitation opportunities. We strive to promote greater self-sufficiency of Yates County residents through temporary and transitional assistance, disability assistance and the collection of child support. Some of the services and programs offered include:

Food Stamps Program which is a Federal nutrition program that strives to assist eligible individuals in acquiring adequate food  for themselves and their families.
Day Care Program is designed to provide a financial subsidy  to help pay for day care costs so parents can work or focus on issues related to becoming independent.
HEAP is a federally funded program that helps low-income households pay their home energy costs. HEAP is usually available from November through April. There is also an emergency component.
Financial Cash Assistance strives to assist eligible individuals in coverage for themselves and their families.
Safety Net Assistance is for eligible individuals and uses a  voucher based method of providing essential services
Employment Program for all applicants and recipients of Temporary Assistance who must participate in  work activities in order to receive assistance. The Federal government outlines acceptable work activities.
Homeless Services provide essential services to homeless persons to stabilize their housing situation and increase levels of self-sufficiency.
Child Support Collection and Enforcement is designed to establish and obtain financial support for children

Medical Assistance Unit strives to ensure the provision of health care to all eligible residents of Yates County. This unit of the agency provides the following areas of services:  (click on links for more details)

Community  Program assists eligible individuals in acquiring adequate health coverage for themselves and their families.
Chronic Care Program assists Yates County residents in establishing long term eligibility within the Medicaid framework.
Managed Care Program educates Medicaid eligible individuals to enable them to make informed choices in the selection of appropriate Managed Care plans for themselves and their families.

Medicaid is a federally mandated program to cover medical expenses of the uninsured and underinsured. The program is administered locally through the Yates County DSS using criteria established by State and Federal government. It is funded by Federal, State, and local taxes.

          Eligibility for Medicaid, although financially driven, takes into consideration household composition, age, and the ability of an individual to carry out substantial gainful activity.

          In Yates County, Medicaid is a "fee for service" program that covers most traditional medical needs; for example, prescriptions, inpatient and outpatient care, nursing home care, physician's services lab work, therapy, etc.

          Medicaid allows expanded financial limit for some categories of people; for example, pregnant females, children under age 19, and certain disabled individuals. Medicaid may also pay certain health insurance premiums such as Cobra benefits and Medicare premiums.

Supporting Services to Units
In addition to the units above that directly serve the public, the Department of Social Services has several Administrative Support Units such as Legal, Staff Development and Training, Accounting, and Welfare Management Services (WMS).  These units  work behind the scenes to help support the mission of  the agency.
